Waiting in Line at the Bank

Although it is Friday, I decided to go to the bank. It is usually super crowded on Fridays, but I thought that the rain would keep people away. I was wrong. Oaxacan people are used to the rain.

As I was waiting in line to change my 500 peso bills into 100s, I noticed a WANTED poster. It featured people who had robbed the bank. The sign says, if you know these people: Denuncielos (Report them).

Were this people who had robbed this branch? This bank in particular? Banks in general in Oaxaca? Banks in general in Mexico? With nine men featured on the poster, I was hoping it was banks in general in the world over a long period of time.
